&lt;p&gt;&lt;font ptsize=&quot;10&quot;&gt;MY NOTES &amp;#38; OCCASIONAL COMMENTS: Calais Selectboard meeting, 
  Monday, Nov. 10, 2008, members present (clockwise): Paul Hannan, Anne Winchester, 
  Denise Wheeler, and Cy Lamberton. John Brabant was absent tonight. Rose Pelchuck, 
  the Board's paid meeting secretary, took the official minutes. There were 7 
  people in the audience tonight: W. J. Knapp, Erlene Knapp, Edward Bennett, Reed 
  Cherington, Dot Naylor, Marge Garfield, and myself.&lt;br&gt;
  &lt;br&gt;
  MINUTES: The Board approved the minutes of Oct. 27, with minor clarifications, 
  4-0 &lt;br&gt;
  &lt;br&gt;
  UPDATE CALAIS ANCIENTS ROADS: Marge Garfield appeared before the Board. Handing 
  out a one page report she told them that they have completed the &quot;Research Phase.&quot; 
  Over the last 15 months, she and Sandra Robinson have meticulously researched 
  the Town Records and &quot;discovered, plotted, identified, and organized about 300 
  town records pertaining to road events.&quot; Road surveys were often recorded in 
  the Town Records haphazardly, requiring a page by page search for them, and 
  often only described as a list of headings and distances between someone's house 
  and a nearby road. She estimates the need to &quot;review as many 100 road issues&quot; 
  with the Board. The Board asked Marge to prepare a draft map (everyone gets 
  excited over maps) illustrating what she has collected and meet with them and 
  members of other town Commissions at their Feb 9, 09, meeting. The Selectboard 
  will use the CART team's information to decide what roads to keep or not keep 
  in the town inventory, and possibly up grade or down grade some roads. Over 
  the last 220 years or so Town records of roads have never been systematically 
  organized in one place. At the end of the process, a new Town road map will 
  be professionally drawn.&lt;br&gt;
  &lt;br&gt;
  PUBLIC HEARING ON DOG COMPLAINT: At their last meeting, the Selectboard read 
  a letter from Wendy Lafiria complaining that a neighbor's dog was threatening 
  her family. The Board asked both parties to appear before them tonight to take 
  up the issue. Only the dog owners showed up at tonight's meeting. Edward Bennett 
  &amp;#38; Erlene Knapp told the Board that only one of their 5 registered dogs is 
  not tied and that their livestock occasionally break the fence and wander. He 
  described his frustration in dealing with his neighbors who had filed a complaint 
  with the Board before the last meeting. Noting that he was hearing only one 
  side of the story, Paul told them &quot;I don't have any reason to doubt you or them…I'm 
  inclined to take it at face value, that they are afraid. What are you willing 
  to do?&quot; There was a short discussion about people's individual experiences with 
  underground invisible fences. Mr. Bennett volunteered to &quot;price invisible fences 
  tomorrow and go from there.&quot; Paul answered, &quot;If you are going to contain the 
  dog, I'll just send a letter to you and them.&quot;&lt;br&gt;
  &lt;br&gt;
  CALAIS ENERGY TASK FORCE: Denise had nothing new to report tonight. &lt;br&gt;
  &lt;br&gt;
  APPOINTMENTS: The Board appointed Bill Russell to the Trails Committee 4-0 and 
  UN-appointed Paul Ohlson to the Energy Taskforce. The Board had appointed Paul 
  Ohlson to the Energy Taskforce at their Oct. 13 meeting, but he had declined 
  because he is already busy with his Planning Commission position.&lt;br&gt;
  &lt;br&gt;
  VARIOUS BRIEF UPDATES:&lt;br&gt;
  &lt;br&gt;
  - Curtis Pond dam: There was nothing new to report. &lt;br&gt;
  &lt;br&gt;
  - DRB monitoring report: Anne reported that a new subdivision in Maple Corner 
  straddles two districts, leaving the DRB unclear as to how to handle it. She 
  would like to see that sort of problem cleared up in the future. But, Zoning 
  Officer Dot Naylor said that district straddling&amp;#160; subdivisions in other 
  areas of town each create their own different problems, needing different solutions, 
  and that the DRB already figures out how to deal with them using the current 
  regulations.&lt;br&gt;
  &lt;br&gt;
  ZONING VIOLATIONS, APPEALS, LITIGATION, ETC: nothing done at this meeting&lt;br&gt;
  &lt;br&gt;
  OTHER BUSINESS: &lt;br&gt;
  &lt;br&gt;
  - Approve training expenditure for Energy Task Force member: The Board approved 
  $25 for training for Dillon Teachout.&lt;br&gt;
  &lt;br&gt;
  - Authority to Cut Road Side Trees: Paul reported to the Board that he had e-mailed 
  Attorney Paul Gilles with the question - &quot;Can the power company clear trees 
  within the road right-of-way without landowner permission for power line installation/maintenance 
  but with town permission?&quot; Paul Gillies had responded, in part - &quot;It's 19 V.S.A. 
  § 1111 that give the Selectboard the authority to allow work within the row 
  (right-of-way), usually under a general grant of authority to the power/phone 
  company. In Berlin we had a few incidents where utilities got too aggressive, 
  and we had to rein them in.&quot;&lt;br&gt;
  &lt;br&gt;
  - Town Ambulance Update: Rose reported that the VT Dept. of Health Emergency 
  Medical Services Office had received 22 letters in support of the East Montpelier 
  Fire Department application and 1 letter opposing it (from the Barre Town Ambulance). 
  The licensing meeting is tomorrow evening (Tuesday, 11/11/08, 7 PM, at CVH).&lt;br&gt;

  - Town Meeting dessert: Paul told the Board that the School Board would like 
  to server dessert upstairs next year with the hope of attracting more participation 
  to the after lunch School Meeting. Creating interest in attending the School 
  Meeting, where we spend the most tax money, has always been a problem.&lt;br&gt;
  &lt;br&gt;
  The Board adjourned at 8:50. The Board will be meeting at the CALAIS ELEMENTARY 
  SCHOOL for the winter. The next scheduled meeting of the Board will be 7:00 
  PM, Monday, Nov. 24, 2008. Agendas are posted at the usual places: the Calais 
  Town Clerk's Office, the 3 stores in town, and the East Calais Post Office. 
  Only items posted on the agenda are voted on at any meeting. Those wishing to

  &amp;#160;&amp;#160;&amp;#160;&amp;#160; Our first year has come and gone and we would like 
  to thank everyone in town for their support and gracious welcome.&amp;#160; A special 
  thanks to our employees who made the transition so much easier than it could 
  have been.&amp;#160; We would also like to recognize the people who come over the 
  hill from Worcester and surrounding towns to support the store.&amp;#160;&amp;#160; 
  We moved to Maple Corner because of the community and certainly feel like we 
  have been accepted into it. It's hard to imagine that there are many places 
  this nice to live and raise kids.&amp;#160;&amp;#160;&amp;#160; &lt;/div&gt;
&lt;p&gt;&amp;#160;&amp;#160; We know that the store has always been the town center, a place 
  to visit with neighbors while you have coffee, pick up your mail and groceries. 
  We hope that the changes we have made fit that tradition.&amp;#160;&amp;#160; &lt;span&gt;The 
  plan for our recent remodel was meant to serve two purposes. First to drastically 
  reduce our heating costs with the new pellet stove and to make the store an 
  even more welcoming center of the community.&amp;#160; Thank you to our family and 
  friends that supported us and worked long hours without pay to accomplish this 
  goal.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&amp;#160;&amp;#160; We have tried to&amp;#160;find new and local products that your typical 
  small convenience store doesn't offer.&amp;#160; We carry grass fed beef from Highland 
  Farms in Plainfield.&amp;#160; Our coffee&amp;#160;comes from Vermont Coffee&amp;#160;in 
  Middlebury. Most of our deli meat is all-natural McKenzie meat.&amp;#160;&amp;#160; 
  We also use these meats for our deli sandwiches.&amp;#160; Our frozen seafood is 
  a big favorite and everyone that tries it loves it.&amp;#160; Our beer selection 
  is ever-changing and you'll notice many Vermont and New England beers. We are 
  also increasing our selection of &quot;bombers&quot; (22 oz artisan beers). &lt;/p&gt;
&lt;p&gt;&amp;#160;&amp;#160;&amp;#160; As many of you know we have worked very hard on &quot;Research 
  and Development&quot; in the wine department.&amp;#160; We carry wines from all over 
  the world and keep our selection fresh for those of you that like to try new 
  wines, but also have a great selection of favorites that you will not find in 
  a grocery store. When choosing which wines to keep on the shelves we look for 
  a combination of value as well as something that you could purchase for a gift 
  or special event.&amp;#160; We carry many wines that customers have requested, so 
  please let us know if there is something in particular that you like, but don't 
  see.&amp;#160; &lt;/p&gt;
&lt;p&gt;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; During these difficult economic times we share 
  your concerns.&amp;#160; As small store owners we especially worry about the slow 
  winter season.&amp;#160; Please know that we are doing what we can to keep our prices 
  low, including adding some bulk items and researching prices with different 
  distributors. It is impossible for us to have competitive prices on some convenience 
  items, but our meat, seafood, beer, wine, dairy, coffee, and deli products are 
  all top quality and competitively priced. &lt;/p&gt;

          Clerk's Office, and others. I look forward to this event every year 
          - for me, it marks the beginning of the holidays. I learned to make 
          wreaths at this event about 18 years ago. Lately, we have had fewer 
          volunteers - some folks who had helped for years are no longer available. 
          Please consider making this part of your holiday tradition! We have 
          hot cider and cookies, and the pleasure of making balsam wreaths with 
          our neighbors for all of us to enjoy. No experience necessary! We will 
          meet at the Maple Corner Community Center at 1:00 p.m. on &lt;b&gt;Sunday, 
          December 7&lt;/b&gt;. The event lasts until we get them done - usually until 
          about 5:00 or so. All supplies are provided, though if you have a pair

  Anne Winchester was absent. Rose Pelchuck, the Board's paid meeting secretary, 
  took the official minutes. There were 5 people in the audience tonight: Reed 
  Cherington, Dennis Shaffer, Pat Lamberton, Dot Naylor, and myself; A few more 
  people came early for the Special Town Meeting.&lt;br&gt;
&lt;br&gt;
Starting an hour earlier this evening (at 6 PM) the Board ran though the shortest 
and fastest meeting in my memory, adjourning 20 minutes before the scheduled Special 
Town Meeting at 7 PM upstairs.&lt;br&gt;
&lt;br&gt;
MINUTES: The Board approved the minutes of Sept 29th 4-0.&lt;br&gt;
&lt;br&gt;
PUBLIC TRAILS: Since the last meeting, Reed had asked 5 towns people to be on 
the Conservation Commission Trail Committee. The Board appointed: Reed Cherington, 
Erlene Leonard, Charlotte Hanna, Gail Graham, and Toni Kaeding; 4-0. Their first 
task is to write a landowners agreement for a trail to go between Collar Hill 
Rd. and Long Meadow Rd. on private property.&lt;br&gt;
&lt;br&gt;
CONSERVATION FUND GUIDELINES REVISION: Dennis Shaffer appeared before the Selectboard 
representing the Conservation Commission. The Board comparing the newly submitted 
draft with the current 1993 Guidelines. Among the changes, Paul asked specifically 
about two changes, dropping the word &quot;permanently&quot; (B. 1 - the new document replaces 
the phrase &quot;want to permanently protect natural resources&quot;) and the dropping of 
the descriptive term &quot;Prime&quot; agriculture land. Denis told the Board that those 
changes do not change the intent of the document, that there is little &quot;Prime&quot; 
agriculture land in Calais.&lt;br&gt;
&lt;br&gt;
At the last meeting Commission Chair Steve Cusick had explained the substitution 
of &quot;scenic landscape&quot; for &quot;working landscape&quot; (in both the places it had appeared 
in the original document), by saying that interests in Calais are changing. Added 
was the new concept of (5.2)&amp;#160; &quot;Maintaining unfragmented forest blocks and 
corridors which is also being discussed by the Planning Commission.&lt;br&gt;
&lt;br&gt;
The new document retains the final decision making status of the Selectboard, 
saying (5.) &quot;No expenditure from the fund will be made without a vote of the Calais 
Selectboard.&quot; The Board approved the rewritten guidelines 4-0.&lt;br&gt;
&lt;br&gt;
ENERGY TASK FORCE: The Board appointed Paul Ohlson, 4-0. At the last meeting they 
had formed the group with the appoints of: Paul Scheckel, Bill Davis, Dillon Teachout, 
and Jeff Rubin. Bill Powell is the elected Town Energy Coordinator. Denise is 
the Selectboard liaison. The Board will have its first meeting at the Town Hall 
this Thursday, Oct. 16, at 7 PM to discuss its long term and short term goals.&lt;br&gt;
&lt;br&gt;
CURB CUT: The Board approved, 4-0, a curb cut for Tim Howe for a &quot;permanent camp&quot; 
across from Tina Bielenberg's on East Hill Rd. pending any conditions deemed appropriate 
by the Road Commissioner.&lt;br&gt;
&lt;br&gt;
REAPPOINTMENTS: none at this meeting. There are still vacancies in the the Conservation 
Commission, or the Historic Preservation Commission.&lt;br&gt;
&lt;br&gt;
VARIOUS BRIEF UPDATES:&lt;br&gt;
&lt;br&gt;
- Curtis Pond dam: John has mailed the bathymetric (underwater topography map) 
of Curtis Pond to Morris Root (dam engineer) and Allen Quackenbush (State dam 
safety). &lt;br&gt;
&lt;br&gt;
- Batten Road bill: John has left voice mails for Steve Duke without response. 
(I saw the two talk briefly later this evening at the Special Town Meeting.) &lt;br&gt;
&lt;br&gt;
- DRB monitoring report: Denise had nothing to report.&lt;br&gt;
&lt;br&gt;
- Town Road run-off mitigation by Number 10 Pond: Cy reported that he has begun 
talking with Road Commissioner Don Singleton about it.&lt;br&gt;
&lt;br&gt;
ZONING VIOLATIONS: Paul reported on two items:&lt;br&gt;
&lt;br&gt;
- There is nothing new in the Barbara Noordsij motion to the &quot;to reconsider&quot; Environmental 
Court decision that was brought up at the last meeting.&lt;br&gt;
&lt;br&gt;
- Paul had forwarded 47 pages concerning the McCullough Gravel Pit Environmental 
Court case to the Board members. He explained that it was part of the process 
requiring all the parties to share evidence in the case. &lt;br&gt;
&lt;br&gt;
OTHER BUSINESS:&lt;br&gt;
&lt;br&gt;
- TH 64 Cy has not yet located a maintenance contract concerning the town highway 
that has long been treated as a driveway to the former Patrick Henry house. Although 
it is a class 3 road, the Town does little if any maintenance on that very short 
section of road off the Worcester Rd. I told the Board that I had talked with 
the current owner, Patrick Malone, when he phoned the Town Clerk's Office two 
weeks ago. I happened to be in the office when he phoned. I tried to summarize 
the Boards discussion at their previous meeting. &lt;br&gt;
&lt;br&gt;
- EMFD AMBULANCE PROPOSAL - The EMFD will go before the Vermont EMS District 6 
Board to discuss the impact of their proposal on the Barre Town Ambulance. &lt;br&gt;
&lt;br&gt;
The Board adjourned at 6:40. The Board will be meeting at the Calais Town Hall 
for the summer. The next scheduled meeting of the Board will be 7:00 PM, Monday, 
Oct. 27, 2008. Agendas are posted at the Calais Town Clerk's Office, the 3 stores 
in town, and the East Calais Post Office. Only items posted on the agenda are 
voted on at any meeting. Those wishing to bring items before the Board should 
contact Chairman Paul Hannan at 223-5528. Agenda items for the next meeting need 
to be received by 6 PM, the Wednesday before that meeting.&lt;br&gt;

SPECIAL TOWN MEETING&lt;br&gt;

The Special Town Meeting began at 7. Gus Seelig was the moderator, Eva Morse the 
Secretary. The question before the voters was: &quot;Shall the voters of the Town of 
Calais allow the Town to use a vote tabulator at its elections?&quot; The offer was 
first brought to the Selectboard at their August 25, 08 meeting.&lt;br&gt;
&lt;br&gt;
There was a continuous, steady floor debate from both supporters and detractors. 
Issues addressed were: when it would be used/not used (not for small local elections), 
length of time counting votes (instant tabulation / 4 to 8 hours), accuracy of 
counting votes (Calais has made mistakes counting by hand), expense (the State 
would provide the machine for free, but the Town would have yearly maintenance 
fees, $150 to $200, and programming fees, $800 to $1,000, each time it is used), 
keeping the money in the community (The Town budgets for up to $3,000/yr for voting 
and pays Town Officers: Board of Civil Authority, Selectboard, Justices of the 
Peace and other assistant ballot clerks; $ 6-12/hr, dividing the budget by the 
number of people counting, to count votes. Many people volunteered at tonight's 
meeting to count votes for free. The State pays for printing the ballots.), vulnerability 
to hacking/fraud (one company, LHS Associates, programs the chips for all the 
machines in New England and has a history of legal problems in other states).

&lt;p&gt; After plans for a new fire station&amp;#160; proposal fell short at Town Meeting 
  2007, the EMFD sought to understand what elements of the first project design 
  could be changed to increase voter support in both towns. The EMFD believed 
  before and continues to believe that there needs to be a new fire station, sufficient 
  to overcome the current rental location both in size and in its capabilities, 
  and with the vision to provide sufficient space for 40 years. &lt;br&gt;
  &lt;br&gt;
  Since the 2007 defeat of the original design the department has made changes 
  which should give voters in both towns confidence that the station will be a 
  vital element for fire and safety services, and will promote the public good, 
  and conforms to the East Montpelier and Calais Town Plans. &lt;br&gt;
  &lt;br&gt;
  In particular the EMFD has determined, and has been actively working towards 
  implementing a fully-licensed ambulance service, to be housed in the new station. 
  The main benefit to the two towns of the EMFD ambulance service proposal, when 
  authorized by the Department of Health, will be to provide a revenue stream 
  from its services to both towns, which under the current out of town ambulance 
  service now accrues to another town’s&lt;br&gt;
  budget.&lt;br&gt;
  &lt;br&gt;
  This revenue stream from delivering ambulance services in East Montpelier and 
  Calais, will over time, allow the ambulance service to begin to offset the debt 
  service of the bonding needed to allow the construction of the new station as 
  currently designed.&lt;br&gt;
  &amp;#160;&lt;br&gt;
  This proposal has been the subject of recent meetings with the select boards 
  in both towns. The direction given to the EMFD from the select boards is supportive 
  of the ambulance service, including letters of support to the Board of Health.&lt;br&gt;

  the Board of Health before Oct. 30.&lt;br&gt;

  and others. I look forward to this event every year - for me, it marks the beginning 
  of the holidays. I learned to make wreaths at this event about 18 years ago. 
  Lately, we have had fewer volunteers - some folks who had helped for years are 
  no longer available. Please consider making this part of your holiday tradition! 
  We have hot cider and cookies, and the pleasure of making balsam wreaths with 
  our neighbors for all of us to enjoy. No experience necessary! We will meet

  A very fast paced, business-directed meeting tonight.&lt;br&gt;
  &lt;br&gt;
  MINUTES: The Board approved the minutes of Oct. 13, as submitted; 4-0-1 (with 
  Anne abstaining because she hadn't been at that meeting). When Paul came to 
  the minutes of the joint School Board/Selectboard meeting Sept. 23, at the school, 
  Paul &quot;approved them by acclamation.&quot; &lt;br&gt;
  &lt;br&gt;
  REVIEW AND APPROVE ROAD COMMISSIONER ORDERS AND TOWN INVOICES: The Board passed 
  around the orders with a few questions/comments amongst themselves directed 
  towards clarification and signed them during the meeting.&lt;br&gt;
  &lt;br&gt;
  INFORMAL REVIEW OF TOWN PLAN DRAFT: Jack Russell, the chair of the Planning 
  Commission, briefly introduced the Board to the draft. Paul asked the Board 
  to review the draft before their Nov. 24 meeting when the Commission will formally 
  present this Town Plan to the Board in fulfillment of the legal requirements 
  of the State.. The Board will review it in detail with Jack at that meeting. 
  Only the vote of the Selectboard is needed to accept the Town Plan. The Town 
  is required to update the Town Plan every 5 years if it wants to apply to the 
  State for planning grant monies. The Planning Commission had thought that updating 
  the Town Plan every year before Town Meeting would take the place of this 5 
  year rewrite, but the Central Vermont Regional Planning Commission has decided 
  that that is not enough. I believe Calais is the only, or at least the first 
  town to update the Town Plan on a yearly basis.&lt;br&gt;
  &lt;br&gt;
  Jack also gave the Board two lists: a list of 14 responsibilities in the Town 
  Plan directed to the Planning Commission and a list of 10 work groups and committees 
  established in the Town Plan rewrite, including Village Committees for each 
  village to be tasked with &quot;What do you want your village to be like in 20 years&quot;, 
  a Senior Housing Committee, and an Agricultural Working Group.&lt;br&gt;
  &lt;br&gt;
  The Planning Commission will hold a public hearing, 7 PM, Tue, Nov. 18 at the 
  school. Jack said the document is available on the Town Website and at the Town 
  Clerk's Office&lt;br&gt;
  &lt;br&gt;
  TOWN AMBULANCE UPDATE: Larry Brown &amp;#38; Toby Talbot appeared before the Board 
  asking them to sign a letter endorsing their request to the VT Dept. of Health 
  Emergency Medical Services Office seeking a license to operate an ambulance 
  to be run out of the East Montpelier Fire Department garage leased from the 
  Washington Electric Co-op building at the intersection of Rts. 14 &amp;#38; 2. (Current 
  Barre Town ambulances come from Barre Town and Hospital Hill) They handed out 
  and went over projected budget and revenue sheets with the Board.&lt;br&gt;
  &lt;br&gt;
  My comments: The Fire Department has come a long way since having their new 
  fire station turned down by the voters a year and a half ago. Their new plans 
  include down sizing the proposed new building and using substantial revenue 
  from the proposed ambulance service to pay for most of a new fire department 
  building, maybe all of it over time. I find this new approach an exciting opportunity. 
  In addition to providing better coverage for our two towns, it also strives 
  to produce a very beneficial effect on our local economies and taxes. The two 
  towns now pay a combined $107,000 a year to Barre Town for ambulance coverage 
  and each patient is charged an additional $400 to $600 for each pick up. They 
  project revenues over the next 20 years for an East Montpelier Ambulance Service 
  to be between $1,955,288 and $2,386,089, depending on the growth rate of calls 
  in our two towns. Keep an eye on this!&lt;br&gt;
  &lt;br&gt;
  CALAIS ENERGY TASK FORCE: Not on the agenda tonight, Denise handed out an information 
  sheet of help phone numbers for winter emergencies. She will post the sheet 
  in the usual places around town listed below. Mary-Ann Miller is our appointed 
  Town Service Officer and may be called for emergency assistance at 456-7407.&lt;br&gt;
  &lt;br&gt;
  CURB CUT: The Board granted a curb cut to Scot Richards on the north side of 
  the west end of Bayne-Comolli Rd. (#1794) (Lori &amp;#38;Gary Delphia subdivision) 
  4-0-1 (with John abstaining, siting personal reasons). The Board approved it 
  with the usual conditions: less than 3% grade for the first 20 ft from the road 
  and a 15 inch culvert beneath the driveway, although further back from the town 
  road for this driveway. &lt;br&gt;
  &lt;br&gt;
  APPOINTMENTS: &lt;br&gt;
  - Fletcher Dean was appointed Greenup Day Coordinator.&lt;br&gt;
  &lt;br&gt;
  - John told the Board that Stephanie Kaplan has asked to be appointed to the 
  Conservation Commission vacancy. He will talk with the Conservation Chair about 
  how Stephanie being out of the country each winter would affect that appointment.&lt;br&gt;
  &lt;br&gt;
  TH 54 LETTER: The Board approved a letter Paul had written to the owner of the 
  property that TH 64 is located on, 5 - 0. The property owner had asked to buy 
  the road, but the Town does not own the land, only the right-of-way. In the 
  letter, the Board told Patrick Malone that they are putting off any action on 
  Town roads until the Ancient Roads Committee finishes its study of the Town 
  roads in a year or two.&lt;br&gt;
  &lt;br&gt;
  VARIOUS BRIEF UPDATES:&lt;br&gt;
  &lt;br&gt;
  - Curtis Pond dam: John had nothing new to report. &lt;br&gt;
  &lt;br&gt;
  - Batten Road bill: John reported that Steve Duke has paid the bill. &lt;br&gt;
  &lt;br&gt;
  - DRB monitoring report: Denise had nothing new to report.&lt;br&gt;
  &lt;br&gt;
  - Town Road run-off mitigation by Number 10 Pond: Cy reported that Don has done 
  some ditching. The Board will work with the Conservation Commission about what 
  else might be done. &lt;br&gt;
  &lt;br&gt;
  ZONING VIOLATIONS, APPEALS, LITIGATION, ETC: nothing done at this meeting&lt;br&gt;
  &lt;br&gt;
  OTHER BUSINESS: &lt;br&gt;
  &lt;br&gt;
  - Dog Complaint: The Board had received a letter from a resident on George Road 
  about a neighbor's dog or dogs scaring and threatening her family. The Board 
  will ask both parties to attend the next meeting to attempt to resolve the problem.&lt;br&gt;
  &lt;br&gt;
  - Authority to Cut Road Side Trees: Again the question about who has the authority 
  to cut roadside trees has come up, this time on Max Gray Rd. Anne cited page 
  122, VLCT Selectboard Handbook : F. Electric Poles and Wires: http://resources.vlct.org/u/2_SB_Hdbk_10to20.pdf) 
  which begins - &quot;The Selectboard also has significant authority over the placement 
  of electric, telephone, and cable television cables above ground.&quot; [30 V.S.A. 
  § 2502 &amp;#38; 19 V.S.A. § 1111(c)]. The Board agreed to contact Attorney Paul 
  Gilles for clarification.&lt;br&gt;
  &lt;br&gt;
  - Tax Map bills: The Board discussed work schedules and billing on the work 
  of the new tax map that has been going on for 2 or 3 years. R.J. Turner of Bristol 
  is the contractor.&lt;br&gt;
  &lt;br&gt;
  - The Board had been sent a letter from the League of Cities and Towns asking 
  the Douglas Administration to not cut State Aid to Town Highways Funding. The 
  Board declined to sign the letter, saying they understand these are hard times 
  and they didn't feel they are in a position to take sides on what should be 
  cut and not cut.&lt;br&gt;
  &lt;br&gt;
  The Board adjourned at 9:00. The Board will be meeting at the CALAIS ELEMENTARY 
  SCHOOL for the winter. The next scheduled meeting of the Board will be 7:00 
  PM, Monday, Nov. 10, 2008. Agendas are posted at the usual places: the Calais 
  Town Clerk's Office, the 3 stores in town, and the East Calais Post Office.

    language of conflict, as we study the events that lead up to the Revolutionary

    up to two of the most important uses of language in history; the Declaration 
    of Independence and the United States Constitution.&lt;br&gt;

          &lt;p&gt;I would like to get more input from Calais people before I set up 
            the whole thing, and maybe form some guidelines about what should 
            be there. I am planning to make the site at:&amp;#160; &lt;a

            site will use the Wiki format, which means that people will be able
