It is a wiki based collaborative effort to build an online plant identification guide. Anyone can upload plant photos, and contribute other info to the project. Celebrate National Agriculture Day Saturday March 20 at the Vermont
State House. The first public event beyond Calais resulting from the
farm and food heritage projects Shirlee and I have been creating and
talking with you about for more than a year is free, both to attend and
to exhibit, thanks to generous support from Cabot Creamery and its
dairy farmer owners. The deadline for signing up to exhibit is Thursday
February 25. Since this is a Calais begun project, there are more ways
for Calais citizens, businesses and organizations to participate as
exhibitors:

Isaac Gallagher will be publicizing Celebrate National Agriculture Day
Saturday March 20 at the Vermont State House at U32 High School and
coordinating with me to have students involved in all ways they wish.

Farmers, school, 4-H, day care and other youths have an additional way
to participate. There will be a Parade of Vermont Farms, with children
escorting and honoring local farmers by   coming costumed as farm
hands, animals or crops.  I hope to have all Calais farmers
represented. The Governor has the event and announcing the Parade of
Farms on his schedule. The deadline for letting me know if you will be
part of the parade is March 1. The Chamberlins are already signed up.

Other participants confirmed include UVM Extension, Agency of
Agriculture, Vermont Farms! Association, Vermont Butter & Cheese, the
Parsnips, Garden of the Seven Gable/Transition Vermont/the Apple Corps.

Watch for updates in and posted at Maple Corner Store, Adamant Coop,
and Calais General Store. More participants and a few surprises will be

Subject: Vermont Current Use Program for Agricultural and Forest Land Preservation

Hi Janet,
 
I have land in this program, 27 acres of it has been in since the program started in the late 70's I think. I put 3.3 more acres in about 3 or 4 years ago when Sarah & I bought the land from my parents.
 
When we made decisions about enrolling land it was decided on based on the rules at the time, which I consider a contract with the State of Vermont. We are not developers looking to decrease our holding costs, but are actually using the land to produce firewood, lumber, and food.
 
If I had known that the rules could be changed, I would not have enrolled the last 3 acres. While now in use for wood and gardens, we are also holding onto this land in particular in case one of our kids wants to build a house and live in Calais. This may happen in 4 years, maybe 10 years, maybe never. To suddenly change the rules, after we have planned, and to make the new rules into something which would make it harder for us to keep our family together and on the land is extremely unfair and shortsighted.
 
I understand the feeling of not wanting to give away money to developers to hold land for a few years, which they were going to do anyways, and this would just increase their profits, but for the families who are trying to keep land together long term, it doesn't make as much sense.
 
 

P.S. - I think we are ready to shut down VT Yankee, and to put more money into other things, including hydro, and newer things. Look at what Washington Electric has done!  And it is just so obvious what Entergy is doing with their little plans to suck in profits now, and avoid responsibilities in the future. I hope you are not fooled by them.

Calais Selectboard meeting, Monday Feb 8, 2010 at the Calais School. Members present (clockwise): Anne Winchester (Chair), Denise Wheeler (Vice-Chair), Scott Bassage, and Cy Lamberton. John Brabant was absent. Rose Pelchuck took the Selectboard's official minutes. 9 people attended this evening's Selectboard meeting: Bill Powell, Wayne Morse, Elizabeth Morse, Dot Naylor, Peter Adamczyk (PACE/VEIC), Nedene Martin, Wilson Hughes, Peter Brough, & myself.

MINUTES: The Board approved the minutes of both the Jan 11, 2010 meeting and the continued Jan 25, 2010 meeting with a bunch of clarifications and minor corrections.

STATE HIGHWAY MILEAGE CERTIFICATE: Every year the Board verifies the mileage of our Town highways. VTRANS uses those numbers to determine State Aid to Highways to each town. This evening, just before the meeting started, Wayne Morse handed Anne a letter and asked her to sign it at this evening's meeting. Not having time to read it then, she told him she would look at it later. When this item began, Wayne stood, read and explained his letter (with two attachments: Selectboard minutes 10/29/1971 road hearing and Quit-Clam Deed 7/25/1972). Referencing information from the Ancient Roads Study, he told the Board that he had presented all the information they needed to review and expected them sign his letter which said in part - "…that a section of TH 44 not on the current road map was never legally discontinued…" and should be added to the mileage on the Certificate being signed tonight (the Certificate is due 2/10/10). In his letter he also claimed that "a Quit Claim Deed (dated 8/26/1971) assigned all the land to one property owner, ignoring the fact that the road crossed property boundaries, rather than deeding it to the actual abutting owners." Anne told Wayne that they did not have time to contact other interested parties and hear all the sides of his argument before the due date of the Certificate that they needed to sign this evening. She firmly offered to put his request on a future agenda. Wayne has approached the Board about the results of re-routing TH 44 (Wheeler Rd) at various times in past years. The Board voted 4-0 to sign the State Highway Mileage Certificate with the same mileages as last year.

LIQUOR/TOBACCO LICENSE APPLICATIONS: The Board voted 4-0 to approve beer & wine and tobacco licenses for the Adamant Co-op.

PROPERTY ASSESSED CLEAN ENERGY (PACE): Our Town Energy Coordinator, Bill Powell, brought Peter Adamczyk, before the Board for 45 minutes to present the PACE plan which is covered under the Vermont Energy Act of 2009 (Act 45), which he described as statewide enabling legislation. Under the proposed program qualifying property owners would be able to borrow long term loans, similar to mortgages, of between $5,000 and 15% of the value of the property for energy improvements. The program is aimed at low income owners. The loan payments would be transferred with the property when sold. Creating an Assessment District in Calais is something the voters would have to approve. This will not be up for a vote at Town Meeting this year. This was only an introduction of the idea to the Board.

Bill told the Board that WEC has worked with VEIC for almost 20 years.

Under repeated questions from Denise about who was paying him, he told the Board that Vermont Energy Investment Corporation (VEIC) is a subsidiary of a national organization

my comments: As an advocate for efficiency over merely paying heating bills, I am interested in how we can help people achieve more efficient energy use. I googled "Vermont Energy Investment Corporation" "Peter Adamczyk" and found these sites among others.

SMALL CLAIMS COURT NOTICE: The Board received notice that local dairy farmer Doug Lilley has filed with the Washington County Small Claims Court asking that the Town of Calais return $2,715.66 of his taxes for last year. Doug had been a long term recipient of the Calais Tax Stabilization Program for Farmers. At the March 6, 2007 Town Meeting, Article 22 asked the Town voters if they wanted "to continue its tax stabilization program for a period not to exceed five (5) years." At that meeting the five years was amended to one (1) year and the article passed.  The Board explained that the two farmers left enrolled in the Town program, which preceded the State Current Use Tax program, were eligible for the State Current Use Tax program. Doug told the Board he did not want to participate in the State program. At the March 4, 2008 Town Meeting, the voters extended the Tax Stabilization Program for Farmers for one year to give the two farmers a second chance to sign up for the program. Anne had talked with the VLCT and will talk with a lawyer about the possibility of representing the Town in Small Claims Court.

DOG COMPLAINT: Diane & Norman Scolaro of East Calais Village have written to the Board complaining about two dogs. The Board will ask the Town Animal Control Officer, Fred Bushway, to look into the matter and report back to the Board.

MCCULLOUGH GRAVEL PIT APPLICATION: Act 205 Environmental court granted a permit with condition to extend the McCullough Gravel Pit operation. Both the McCullough brothers and the neighbors have appealed the court decision. The Board is retaining an "interested party status" in the case. Anne explained that the Board has not changed its position about the quarry, "the operation needs to follow the Town Zoning [Regulations]." The Board appointed Scott to be the Board's liaison in the case. Zoning Administrator Dot Naylor told the Board that the pit operators have asked her what they need to do to apply for a permit, but that she has not heard further from them.

TOWN AUDIT: Anne reported that the appointed auditors were warned for a public meeting at the Town Office today. No word from that meeting yet.

NEW EMERGENCY SERVICES LAND PURCHASE AGREEMENT: Anne reported that although the two towns had agreed to name only East Montpelier on the purchase and sales agreement, now the East Montpelier Selectboard wants to put the names of both towns on the document. Tonight the Calais Board decided it wants to ask attorney Steve Stitzel before signing.

TOWN MEETING ASSIGNMENTS: The Board began assigning members to specific articles for the Spring Town Meeting, as they have in years past, but they quickly decided to be less formal and that each chip in as needed.

OTHER REPORTS:

There were no reports on new Emergency Services building or the Curtis Pond Dam.

Continued Calais Selectboard meeting, Monday Feb 9, 2010 at the Calais School. Rose Pelchuck took the Selectboard's official minutes. 29 people attended this evening's Selectboard meeting including myself.

It was colorful. And it was what UVM professor of political science Frank Bryan (Real Democracy; The New England Town Meeting and how it works - 2004) says what town meetings should be about. People talked and people were listened to. It is an issue of real public interest and importance. I am proud that we can still do this in Vermont. In most other places these decisions would be made by a few appointed administrators behind closed doors with only a short report in the newspaper after the fact, when only an expensive court battle would give a chance for those willing to pay to be heard.

CVSWMD: The Board met with Donna Barlow Casey, (the Executive Director of the Central Vermont Solid Waste Management District), Bill Powell (the Calais Representative to the CVSWMD) and Sandy Luce (a local resident who up until last Saturday has worked for the CVSWMD at the East Calais drop-off site Saturday mornings). For an hour the Board asked Ms Casey questions about who Bill Powell was really responsible to, what the CVSWMD does for Calais, and why after signing a contract last year to exclude competition at the site, the CVSWMD has closed the only profitable site run by the CVSWMD. Of the 22 towns in the district, only 6 have had depots.

Denise asked Ms Casey about the Conflict of Interest Policy that Bill had had to sign after being appointed to represent Calais at monthly CVSWMD Board meetings. Ms Casey told the Board that she couldn't remember the wording of the Policy that Bill had to sign. Bill said he felt his "primary responsibility is to the Town." But Ms Casey told the Board that his "first obligation is to the whole district," just as U-32 District School Board members.

John asked about the cost to the tax payers, saying that in addition to the $4,500 ($4,767 budgeted/paid for the current 09-10 fiscal year) residents pay a per bag surcharge estimated to be about $45,000/year, bringing the amount of money collected from Calais to $45,000 to $50,000 per year. Calais is one of twenty two towns in the district. He wanted to know what that money is being spent on and what the residents of Calais get in return for that money. Ms Casey listed off a number of programs they support, and said she would get the Board more definitive numbers within 10 days, but that her office does not keep statistics that would be as definitive as he was asking for (as an example, the Kellogg-Hubbard Library lists Calais user statistics in the Town Report (Red Book). She went on to tell the Board that the CVSWMD's job is to reduce trash going into the land fills. She is aiming at a 70% diversion [recycling] rate and has adopted a Zero Waste District Goal. She told the Board that the single largest release of methane gas in the US comes from landfills and that methane gas causes 28 times the green house effect of carbon dioxide.

The Board asked questions about seceding to one of several other solid waste management districts that seem to be doing better than the CVSWMD. Cabot is considering this move.

Ms Casey told the Board that the CVSWMD had worked out an arrangement with Earth Waste Systems, based in Rutland, VT, that would take over the East Calais depot at no cost to the Town. (Earth Waste Systems' website portrays it as a building demolition and metal recycling firm.) The Board has made arrangements with two local trash haulers, John Cookson and Jeff Perry, to take turns keeping the East Calais transfer site open for the next 4 Saturdays while the Board decides what to do next. Both haulers have expressed an interest in taking over the site and both haulers have hired Sandy to work for them those Saturdays at the site. The hours will remain the same, 8 to 12. ANCIENT ROADS CRITERIA AND NEXT STEPS: The Board spent the rest of the evening listening to the comments of a large audience that was almost exclusively at this meeting for this purpose. Noting the large number of people in the room, Anne limited each speaker to 2 minutes. Almost everyone tried to honor her request. Board members did ask some questions about comments for clarification. Board members read two letters from land owners who wrote because they could not be here this evening and then listened to 19 people from the floor. Although this was not a thumbs up or thumbs down vote, most people clearly said they were for or against. I reviewed my notes on each speaker and came up with my impression of how the room divided: 11 strongly want mass discontinuation, 6 strongly want to review each road and keep some of them, and 2 only had suggestions about what the Board might add to its criteria list to review roads.

As I look back on that meeting from the distance of a couple of days, what struck me as a commonality is that I would have to describe almost all of the people who testified as conservative. They do not want change. The difference is in their perception of what this is about. Almost 2-1, the mass discontinuation proponents don't want anyone telling them what to do with their land. And, similarly, the proponents of keeping at least some of the roads don't want individual land owners taking away newly recognized Town owned public assets [right-of-ways] for private control and gain. The Selectboard has unavoidably become the target of pressure from both camps. Does it do what a seemingly small vocal crowd (1 or 2% of the voters) is trying to pressure them into doing? Or does it take the seemingly less popular risk of safeguarding the Town's physical assets for its future citizens, and in doing so taking on the burden of protecting those roads and the abutting land owners? Or does it do nothing, which is really doing something by default, and shift the blame to the Legislature? What ever happens, significant portions of the electorate will be unhappy with the results for the next 10 or 20 or maybe even 50 years. Only time, possibly many years, will ease that frustration and anger. The Board will continue its discussion about criteria at future meetings.

my comments: I suspect that the vast majority of the voters don't care at all, one way or the other, because they have no long term interests here, other than making a profit selling their land/house as they leave town. Statistically, 40 to 60% of those now living in Calais not be living here in 20 years. So the Board finds its self in a very difficult situation. The Board adjourned at 9:25 PM. The Board will be meeting in the Calais Elementary School for the winter. The next scheduled meeting of the board will be 7:00 pm, Monday, February 22, 2010. HI Steve,

I'm trying to find information about a woman who was trying to give away a large wooden boat last summer.  It had belonged to her husband, who passed away, and she wanted it off her property. 
I don't have any more information than that, but knowing what a tight knit community Calais is, I thought you might be able to steer me in the right direction to find out if she still needs someone to remove the boat.

I have just heard from Michael Birnbaum <mbirnbaum@cloudalliance.com>of Cloud Alliance that there is a new Cloud Alliance Station up and running on East Hill near the Grand View Winery. Cloud Alliance is our local Wireless Internet Service Provider.

Basically anyone with a sight line to the new station should be able to have high speed internet service. Save on seeds with the Fedco group seed order at the Adamant Co-op.  You can view the Fedco catalogs online at www.fedcoseeds.com or browse the catalogs in person at the Adamant Co-op.  Blank order forms are available at the Co-op as well.  By joining our group order, you will be eligible for a volume discount, typically 5-10% off, depending on how many people join our group.  Drop off forms at the Co-op.  The 2nd and final order for this season will be Feb. 20.
